During discussions in Jeddah, scheduled from Monday to Wednesday, Rubio aims to “advance the president’s goal to end the Russia-Ukraine war,” according to State Department spokeswoman Tammy Bruce. Notably, Ukrainian President Volodymyr Zelensky is expected to attend the talks, alongside Trump’s confidant Steve Witkoff. The backdrop to these discussions includes Trump’s suspension of aid and intelligence sharing with Ukraine after a contentious meeting with Zelensky in February.
At that time, Trump expressed discontent over a lack of gratitude from Zelensky regarding U.S. military support. The former president has insisted on a minerals deal, which would involve Ukraine providing significant mineral resources to the United States as a means of compensating American taxpayers for prior assistance. Recently, Zelensky indicated his willingness to sign this deal and even sent a conciliatory letter to Trump.
Keith Kellogg, the U.S. special envoy for Russia and Ukraine, expressed support for resuming assistance after the minerals deal is finalized; however, he highlighted that the final decision remains with Trump. Reports suggest that Trump desires additional commitments from Zelensky before agreeing to restore aid. Rubio previously met with his Russian counterpart, resetting high-level communications and discussing potential economic cooperation post-conflict. His meetings in Saudi Arabia extend to discussing Saudi recognition of Israel with Crown Prince Mohammed bin Salman, although this is complicated by the current Gaza conflict. Following his visit to Saudi Arabia, Rubio will join the Group of Seven foreign ministers in Quebec to advocate for U.S. interests in international peace, security, and stability.
