Over 28 Million Iraqis Eligible to Vote in Upcoming Elections
The IHEC announced that over 28 million Iraqis (60.7%) are eligible to vote in the October 2025 parliamentary elections. Notable increases in eligible voters were observed, particularly in Baghdad’s Rusafa district. Additionally, nearly one million new voters have reached the age of eligibility, reflecting demographic changes.
The Independent High Electoral Commission (IHEC) of Iraq has confirmed that over 28 million Iraqis, representing 60.7% of the population, are eligible to vote in the forthcoming parliamentary elections on October 2025. This marks a notable increase in the number of eligible voters since the last elections.
Baghdad’s Rusafa district currently leads with the highest number of eligible voters, followed closely by districts such as Karkh, Maysan, Nineveh, Anbar, and Dhi Qar. Recently, IHEC also reported that nearly one million Iraqis born in 2007 have reached the minimum voting age of 18, further contributing to the voter pool.
Additionally, the commission highlighted the stipulations of Iraq’s amended Election Law No. 12 of 2018, which mandates that parliamentary elections must be conducted at least 45 days before the expiration of the current legislative term. For context, the eligible voter count for the 2021 elections was 25,139,375, while the 2018 elections had 24,352,253 eligible participants.
In summary, the IHEC’s announcement of over 28 million eligible voters underscores the significant growth in electoral participation in Iraq. The increase reflects changing demographics, with a new generation of eligible voters coming of age to participate in the democratic process. Furthermore, adherence to electoral law ensures a structured election timeline leading up to the critical parliamentary elections in 2025.
