Libya and Somalia Enhance Cooperation through New Agreements

Libyan Prime Minister Abdul-Hamed Dbeibah met with Somali President Hassan Sheikh Mohamud to discuss cooperation, resulting in the signing of several memoranda to enhance diplomatic ties, including visa exemptions and a joint high-level committee to review investments and regional issues, especially in the Horn of Africa.

On February 25, 2023, Libyan Prime Minister Abdul-Hamed Dbeibah and Somali President Hassan Sheikh Mohamud convened to discuss enhancing bilateral relations and cooperation on regional matters, during which they formalized several memoranda of cooperation. The agreements aim to boost diplomatic coordination and address shared political interests.

Among the key agreements are mutual exemptions from entry visas for holders of diplomatic, special, and service passports, and a commitment to regular political consultations between the two nations’ foreign ministries. Additionally, they established a partnership focusing on local governance and urban development between Tripoli and Mogadishu.

The leaders agreed to form a joint high-level committee tasked with reviewing prior agreements and exploring avenues for Libyan investments in Somalia while advancing economic and developmental collaboration. Moreover, they emphasized the need for coordinated efforts on regional issues, particularly concerning the stability of the Horn of Africa following Somalia’s recent election to the UN Security Council.

In a separate meeting on the same day, Somali President Mohamud also met with Mohamed Menfi, the President of Libya’s internationally recognized Presidency Council. This discussion centered on strengthening bilateral relations, resuming cooperation, and aligning their positions within African and international forums. Their discussions and agreements mirror the commitment to mutual development and cooperation.
