Tropical Storm Jude’s Impact on Mozambique: Current Situation and Response

On March 6, 2025, a low-pressure system emerged in the southwestern Indian Ocean. It developed into a tropical cyclone named “JUDE,” which made landfall on March 10 in the Mossuril district of Nampula province. The cyclone produced winds of up to 195 km/h and heavy rainfall exceeding 250 mm in a 24-hour period. Subsequently, it weakened to a severe tropical storm while moving through Zambezia province, particularly affecting the Gilé and Pebane districts. As of March 12, Tropical Storm Jude continues to cause heavy rain, with expectations of exiting the continent on March 13. Flood alerts are currently in place for the provinces of Nampula, Zambezia, Tete, Manica, and Sofala due to the severe weather conditions.
The government has released initial impact data, but significant information gaps remain, complicating efforts to assess the number of people affected and the extent of infrastructural and service damage. Preliminary figures indicate that fewer than 5,000 individuals have been directly impacted. However, government and humanitarian forecasts estimate that between 120,000 and 275,000 people may be affected by Tropical Storm Jude.
In response to the situation, the Shelter Cluster has assessed its local capacity, identifying partners with physical operations and delivery capabilities. Coordination with local authorities is a priority to ensure accurate information sharing. There are partners prepared to conduct needs assessments when conditions improve, and cluster coordination will extend to Quelimane city to facilitate various activities. An estimate regarding the number of individuals in need, target demographics, response strategies, and financial requirements has been submitted to OCHA as part of the Flash Appeal update.
