United States Secretary of State Marco Rubio expressed optimism regarding Ukraine’s proposal for a partial ceasefire in the ongoing conflict with Russia. This statement comes ahead of important talks in Saudi Arabia involving U.S. and Ukrainian officials. Rubio emphasized that while the ceasefire is a positive suggestion, it must be accompanied by necessary concessions from both sides to facilitate an end to the war.
During the negotiations scheduled for Tuesday, Ukraine is expected to introduce a truce concerning aerial and naval operations with Russia. However, Russia has previously dismissed the concept of a temporary ceasefire, interpreting it as a tactic to stall and prevent the collapse of Ukraine’s military.
Ukrainian President Volodymyr Zelensky arrived in Saudi Arabia on Monday to meet with Crown Prince Mohammed bin Salman. Nevertheless, his role in the talks between the U.S. and Ukraine will be informal. The Ukrainian delegation will include high-ranking officials such as Andriy Yermak, the head of Zelensky’s office, the national security adviser, and various ministers of foreign affairs and defense.
Rubio, alongside National Security Adviser Mike Waltz and U.S. Middle East envoy Steve Witkoff, will represent the United States. He highlighted the importance of clarifying Ukraine’s intentions regarding a potential peace agreement, noting both sides would need to be prepared to make challenging decisions.
Rubio pointed out that it is imperative to understand that a military solution is unattainable, recommending diplomatic measures as the only approach to resolving the conflict. Meanwhile, Donald Trump is intensifying pressure on Zelensky to reach a ceasefire without U.S. security guarantees.
These discussions represent the first formal talks since Zelensky’s White House visit in which tensions escalated. Following that visit, the U.S. paused military aid to Ukraine, seeking to prompt Zelensky towards negotiations. Rubio mentioned that he hoped this aid suspension could be reconsidered based on Ukraine’s commitment to a peace process, adding that the upcoming talks are crucial for future U.S. support.
On the day of the talks, U.S. envoy Steve Witkoff conveyed expectations for noteworthy progress, expressing optimism that Zelensky would complete a minerals deal with the United States soon. He elaborated on topics for discussion, including security protocols and territorial matters concerning Ukraine. Witkoff reassured that information sharing for necessary defensive requirements had not been halted, coinciding with Trump’s recent statements about lifting any intelligence sharing pause.
Reports indicate that UK Prime Minister Sir Keir Starmer communicated with Trump prior to the discussions, expressing hopes for a successful outcome that would lead to the resumption of U.S. aid and intelligence-sharing with Ukraine. The backdrop to these negotiations is Russia’s full-scale invasion of Ukraine, which commenced in February 2022, resulting in Russia controlling approximately one-fifth of Ukrainian territory, including Crimea, annexed in 2014.
