Abdullah Ocalan, the imprisoned leader of the PKK, urged the group to disarm and dissolve to achieve peace with Turkey. On February 27, 2023, Abdullah Ocalan, the imprisoned founder of the Kurdistan Workers Party (PKK), issued a letter advocating for the disarmament and dissolution of the PKK to facilitate peace with Turkey. In his correspondence, Ocalan emphasized, “I am making a call for the laying down of arms, and I take on the historical responsibility of this call,” urging the group to hold a congress and decide collectively to cease armed actions.

Ocalan, currently serving a life sentence in a Turkish prison, expressed a vision for a peaceful and democratic society. His letter was read to an audience in Istanbul, where it garnered positive responses, including from Siri Sureyya Onder of the People’s Equality and Democracy Party, who remarked, “This is the breaking point of history and it is a positive one.”

The potential for peace between Turkey and the PKK gained momentum following Turkish lawmaker Devlet Bahceli’s invite for Ocalan to speak in Parliament and declare the end of hostilities. Bahceli’s alliance with President Recep Tayyip Erdogan signals robust political support for pursuing a resolution.

Moreover, Siyamend Ali, a spokesperson for the People’s Protection Units (YPG), expressed hope that Ocalan’s message would positively influence ongoing conflicts in the region, particularly in Syria. He stated, “We hope that this message will be a guide for resolving the existing crises, especially in Syria where we have entered a new phase.”

It is significant to note that the PKK is classified as a terrorist organization by both Turkey and the United States. Recent intelligence from December 2024 indicated that the PKK has been responsible for numerous attacks resulting in civilian casualties, which emphasizes the importance of peace initiatives such as Ocalan’s letter.
